The threshold matters as much as the rate
TDS only kicks in once a payment crosses its threshold, and the thresholds differ by section. Below it you deduct nothing; above it you deduct on the whole amount, not just the excess.
The section that catches contractors out most is 194C, because it has two triggers: a single payment above Rs 30,000, or Rs 1,00,000 to the same party across the year. Plenty of firms deduct correctly on the big bills and miss the small ones that add up past the annual limit.
194I on rent now works on a monthly threshold of Rs 50,000 rather than an annual figure, and splits by what is rented — 10% on land, building and furniture, 2% on plant and machinery.
No PAN means 20%. Section 206AA overrides the normal rate entirely. If you pay a contractor without collecting their PAN, you are liable for the shortfall — not them. Getting the PAN first is the cheapest compliance step in this whole list.
