DSC for BHEL Tenders

BHEL runs its procurement electronically, and suppliers bidding into it need a Class 3 certificate with encryption for the price bid.

What suppliers need

Bharat Heavy Electricals procures through an e-tendering system in the same shape as other public sector procurement: registration, technical bid, encrypted financial bid. The certificate requirement follows the same pattern — Class 3, in the name the supplier is registered under, with encryption for anything carrying a price.

Bhopal has a particular relationship with BHEL, and a good share of the suppliers and contractors around it are exactly the businesses we work with. If you are a local supplier registering for the first time, the certificate is the easy part; getting the registered entity name consistent across your GST, your firm registration and your certificate is what takes thought.

If you supply to more than one public sector buyer, the same certificate serves all of them. There is no need for one per customer.

How it works and how fast

The certificate is not tied to a portal. One Class 3 certificate in the right name works across all of them — what is portal-specific is the registration step, which you do once per portal against the same certificate.

What goes wrong

  • Entity name inconsistency. GST, firm registration and certificate should all read the same. Sort this before buying the certificate.
  • Missing encryption certificate. The price bid cannot be submitted without it.
  • Certificate expiring during a live tender cycle. Check validity when you decide to bid, not when you submit.
  • Buying a personal certificate for a company bid. A company bidding needs an organisation certificate with an authorised signatory.

A certificate belongs to the person named on it. If that person leaves, a new certificate is needed for the new signatory — it cannot be transferred.
