DSC for BIS and Hallmarking Registration
BIS applications, including jeweller registration for hallmarking, are filed online and signed. A Class 3 certificate in the right name is the prerequisite.
Two different things people call the same
BIS work splits into two common cases and they are not the same application. A manufacturer seeking a BIS licence for a product is applying under the standards mark scheme. A jeweller registering for hallmarking is applying to sell hallmarked precious metal articles. Both are filed on BIS systems, both are signed, and the certificate requirement is the same — but what you are applying for is not.
For jewellers in particular this has become routine compliance rather than an optional registration, and a good number of the businesses asking us about it are small and mid-sized shops doing it for the first time.
The certificate must be in the name of whoever is authorised to sign for the business — the proprietor, a partner, or a director, matching how the business is registered. A shop registered as a partnership cannot sign with a certificate in one partner's personal name unless that partner is the authorised signatory.
How it works and how fast

The certificate is not tied to a portal. One Class 3 certificate in the right name works across all of them — what is portal-specific is the registration step, which you do once per portal against the same certificate.
What goes wrong
- Certificate name not matching the registered business. Proprietorship, partnership and company each imply a different answer.
- Confusing the two schemes. A manufacturer licence and jeweller hallmarking registration are different applications with different requirements.
- Expired certificate at renewal time. Registrations are renewed periodically, and each renewal needs a valid certificate.
- Leaving it to a deadline. Same-day issue is normal but still needs you available for video KYC.
