DSC for IREPS Railway Tenders

Indian Railways runs its procurement through IREPS, and neither vendor registration nor bidding will proceed without a Class 3 certificate.

Registration needs it before bidding does

IREPS handles both goods and works tenders across Indian Railways, and the certificate is required at the registration stage rather than only at bidding. That catches people out: the assumption is that you register first and arrange signing later, when in fact the registration itself has to be signed.

As with other e-procurement systems, financial bids are encrypted. If you intend to bid on anything with a price component — which is most of it — you need both a signing and an encryption certificate, not just the first.

Railway tenders are also one of the places where the browser and token setup causes the most trouble, because the portal has particular expectations about how signing components run. If your certificate is fine but IREPS will not sign, that is a configuration problem and we have a separate page on it.

How it works and how fast

The certificate is not tied to a portal. One Class 3 certificate in the right name works across all of them — what is portal-specific is the registration step, which you do once per portal against the same certificate.

What goes wrong

  • Registering first and thinking about the DSC later. The registration is itself signed, so the certificate comes first.
  • Signing certificate only. Financial bids need encryption as well.
  • Name mismatch between the vendor registration and the certificate. The portal checks, and a firm registered one way with a certificate in a personal name will not map.
  • Setup problems mistaken for a bad certificate. IREPS is fussy about browser and token configuration. Do not buy a replacement before ruling that out.
