PFMS tracks government fund flow, and the people authorising payments through it sign with a Class 3 certificate in their own name.

Who needs one here

The Public Financial Management System is how government funds are routed and tracked through implementing agencies. The people who need certificates for it are the authorised signatories in those agencies — the officials who approve and release payments — rather than the general public.

Because the signature authorises the movement of public money, the certificate is personal and the accountability that comes with it is personal too. It is issued in the individual's own name, and what is signed with it is signed by them. Sharing the token with staff is not an administrative shortcut here; it is handing someone your authorisation.

Agencies also need to plan for people changing roles. A certificate cannot be handed over when a signatory transfers — the new signatory needs their own, and the mapping on the portal has to be updated. Doing this before the handover rather than after avoids a period where nothing can be authorised.

How it works and how fast

The certificate is not tied to a portal. One Class 3 certificate in the right name works across all of them — what is portal-specific is the registration step, which you do once per portal against the same certificate.

What goes wrong

  • Treating it as a shared office resource. It is a personal legal signature, not a department login.
  • Not planning for signatory changes. Transfers and retirements need a new certificate and a portal update, arranged in advance.
  • Expiry noticed at a payment deadline. Check validity well ahead; fund releases do not wait.
  • Name form not matching the portal record. The certificate name and the registered signatory name must agree.

Arrange the incoming signatory's certificate now and update the portal mapping before the handover. Leaving it until after creates a gap where authorisations cannot be made.
