Participating in GeM Bids
Not everything on GeM is a bid. Knowing which route your buyer is using changes what you should do about it.
Three different ways buyers buy
- Direct purchase for low-value requirements — the buyer simply picks from the catalogue. Your listing quality is everything here; there is no bid to win.
- Comparison of catalogue offers at mid values — the buyer compares available listings. Again you compete through the catalogue rather than a submission.
- Bids and reverse auctions at higher values — a published requirement, submissions, and often a live auction where sellers reduce their price against each other.
Sellers who think only about bids miss the first two entirely, and those are where a well-built catalogue quietly earns money without any submission work at all.
Why sellers lose bids they could have won
- Not reading the eligibility conditions. Turnover, past experience, certifications. Bidding without meeting them wastes the effort completely.
- Missing documents. Technical rejection before price is even opened is the most frustrating way to lose, and the most avoidable.
- Racing to the bottom in a reverse auction. Winning at a price you cannot deliver profitably is worse than losing. Decide your floor before the auction starts, not during it.
- Ignoring delivery terms. Government orders have timelines and penalties, and late delivery damages your standing for the next one.
- Letting registrations lapse. An expired GST or DSC discovered mid-bid ends it.

Common questions
The lowest evaluated bid. On GeM, price usually decides among sellers who have already cleared the technical and eligibility conditions, which is why those conditions matter more than sellers expect.
Only with a price floor decided in advance. Auctions are designed to pull prices down and it is easy to keep bidding past the point where the order is worth having.
There are procurement preferences for small suppliers in government buying. If you have Udyam registration, make sure it is reflected — sellers routinely leave this benefit unclaimed.
