MP PWD SOR for Electrical Works

The Schedule of Rates sets the department's rate for each item. Understanding how your cost differs from it is the whole of tender pricing.

What the SOR is and what it is not

The Schedule of Rates is the department's published rate for standard items of work. Estimates are built from it, and tenders are usually quoted as a percentage above or below it rather than as item-by-item pricing.

What it is not is your cost. The SOR is built on assumptions about material rates, labour, wastage and overheads at the time it was framed. Your actual cost on a specific site — with its distance, its access, its material sources and today's prices — can be meaningfully different, in either direction.

The contractors who lose money on SOR-based tenders are usually those who quoted a percentage below without working out what their cost actually is on the items that dominate that particular bill.

Where electrical work differs

  • Material is a larger share of cost. Cable, switchgear and fittings dominate, and their prices move faster than the SOR is revised. A quote based on last quarter's copper price can be wrong by the time you deliver.
  • Specification detail matters more. Two items that read similarly in the schedule can differ substantially in what they require. Read the full item description, not the summary line.
  • Testing and commissioning are real costs that get underestimated at bid time.
  • Coordination with civil work affects your programme and therefore your cost, and it is rarely in your control.

Rate analysis before you quote a percentage

The useful exercise is not analysing every item. It is finding the handful of items that carry most of the bill value and working out your genuine cost on those. If they are comfortably below the SOR, a percentage below is affordable. If they are at or above it, quoting below is buying work at a loss.
