Why Tender Bids Get Rejected
Almost every rejection we see was avoidable and none of them were about price. Here they are, in the order they actually occur.
In the order they happen
Not eligible in the first place
Bid capacity, turnover, class of registration or required past experience not met. This should be settled before any work goes into the bid, and often is not.
EMD wrong or late
Wrong amount, wrong instrument, or not received in time. Mechanical, fatal, and entirely avoidable.
A document missing
The single largest category. The tender lists what it wants; the submission is missing one item. No discretion is exercised.
An expired certificate
Registration, ISO, licence or DSC past its date. Check every date in the bid pack before submission, not only the ones you remember.
Wrong format or unsigned pages
Affidavits not on the required stamp paper, undertakings not in the tender's format, pages not signed where required.
Submitted late or incompletely uploaded
Portals close exactly on time. An upload started at the deadline is a bid not submitted.
The uncomfortable pattern
Not one of those is about the work you can do or the price you can offer. They are all documentation and process. A contractor who is technically excellent and commercially competitive loses to one who is neither, because the second one read the tender document as a checklist.
If you have lost several tenders and do not know why, that is worth finding out rather than assuming the market is against you. Departments will often indicate the stage at which a bid failed, and the pattern is usually the same reason each time.
The fix is boring and it works: a checklist built from the tender document itself, verified by someone other than the person who assembled the bid.
