Why e-tender needs a digital signature

Every government e-tender portal in India requires a digital signature at two points: signing the technical bid, and encrypting the financial bid before submission. Without a valid certificate mapped to the bidder, the portal will not let the bid be uploaded at all.

The mistake that costs people the most

The single most common bid failure is a certificate that expires between buying the tender document and submitting the bid. Portals do not warn you in advance. Check the expiry date the day you download a tender, not the day you submit it.

Documents you will need

  • Aadhaar card with a reachable linked mobile number (OTP verification uses it)
  • PAN card
  • A recent passport-size photograph
  • A working email address and mobile number
  • PAN and Aadhaar of the authorised signatory; firm documents where the bid is in a firm's name

The financial bid is encrypted so nobody, including the department, can read the rates before the opening date. Encryption needs the encryption half of the certificate. A signature-only certificate cannot do it.

Almost always because it is signature-only, or because the browser's Java or token driver is not set up for that portal. Both are fixable; the certificate type is the part that has to be right before bidding.

At least two weeks. A lapsed certificate cannot be extended - it is a fresh application with fresh video KYC, and that is not something to start in a tender week.
