A Class 3 certificate. For registration alone a signature certificate works, but because the same identity is used to bid on MP PWD tenders afterwards, take the combined signature-and-encryption certificate from the start.

Only if it is a Class 3 combined signature-and-encryption certificate. A signature-only certificate issued for GST filing will let you log in but will fail when the financial bid is encrypted at submission.

For a proprietorship it is issued to the proprietor. For a partnership, LLP or company it should be an organisation certificate in the authorised signatory's name with the firm named on it, matching the name on the PWD registration.
