Digital Signature Certificate in Bhopal: Class 3 DSC Process, Documents and Timeline

By the Webdoid Technologies compliance team, Bhopal ·

A Digital Signature Certificate (DSC) is a legally valid electronic signature issued by a Certifying Authority licensed by the Controller of Certifying Authorities. In Bhopal, a Class 3 DSC is normally issued within 1-2 working days - often the same day - once Aadhaar, PAN, a photograph and a two-minute video KYC are completed.

Why almost every business in Bhopal ends up needing a DSC

A Digital Signature Certificate stopped being a specialist item several years ago. If you file GST returns, incorporate a company, sign an income tax audit report, file with EPFO, clear a shipment on ICEGATE, or bid on GeM or any state e-tender portal, the portal will ask for a Class 3 DSC. There is no paper alternative on those portals.

For contractors in Madhya Pradesh this matters more than most. MP PWD e-tenders and GeM bids are signed digitally at submission. A DSC that expires two days before a bid closes will cost you the tender, and re-issuing one under time pressure is exactly when mistakes happen. Checking your DSC expiry before a tender cycle is a five-minute habit worth building.

Class 3 is the only class that still matters

India previously had Class 2 and Class 3 certificates. Class 2 was discontinued, and Class 3 is now the standard for essentially all statutory and tender use. When someone offers you a cheaper 'Class 2' certificate today, that is a signal to walk away.

Within Class 3 there are two variants. A signature-only certificate is enough for GST, MCA, income tax and EPFO filings. A combined signature-and-encryption certificate is what e-tender portals usually require, because bid documents are encrypted before submission. Buying the wrong variant is the single most common and most avoidable mistake - if tenders are anywhere in your plans, get the combined one.

What you actually need to provide

The document list is short and rarely varies for an individual applicant:

  • Aadhaar card (the mobile number linked to it must be reachable, because OTP verification uses it)
  • PAN card
  • A recent passport-size photograph
  • A working email address and mobile number, both of which will receive verification codes
  • For an organisational DSC: the entity's PAN, an authorisation letter, and proof of the applicant's authority to sign

That is genuinely it. If someone asks you for a long list of notarised affidavits for a standard individual Class 3 DSC, ask why.

The video KYC step trips people up

Every DSC application now includes a short video verification. You record a few seconds on your own phone, reading a code shown on screen, holding your original PAN or Aadhaar to the camera.

Three things cause rejection at this step, and all three are easy to avoid: recording in poor light so the document text is unreadable, a background noise level that drowns out the spoken code, and a name mismatch between your PAN and Aadhaar. Fix the name mismatch before you apply, not after - correcting it mid-application means starting over.

Realistic timeline

For a straightforward individual Class 3 DSC with clean documents, issuance is typically 1-2 working days and frequently the same day, sometimes within about two hours. Organisational DSCs take longer because the authorisation documents need verification. A name or address mismatch adds a day or more.

Validity is normally one, two or three years. Longer validity costs more up front but avoids the annual scramble. Whatever you choose, note the expiry date somewhere you will actually see it.

Renewal is not automatic

A DSC does not renew itself, and there is no grace period. On the day it expires, filings stop. Because renewal takes the same 1-2 days as a fresh issue, starting about two weeks before expiry removes all the risk at no extra cost.

You also cannot 'extend' an expired certificate - once lapsed, it is a fresh application with fresh video KYC. Renewing while the certificate is still live is genuinely simpler.

Frequently asked questions

For an individual applicant with matching Aadhaar and PAN details, a Class 3 DSC is usually issued in 1-2 working days and often the same day, sometimes within about two hours. Organisational DSCs take longer because authorisation documents must be verified.

Aadhaar with a reachable linked mobile number, PAN, a passport-size photograph, and a working email and mobile number. Organisational certificates also need the entity PAN and an authorisation letter.

No. The video KYC is recorded on your own phone from wherever you are. It takes about two minutes.

No. Class 2 certificates were discontinued and Class 3 is the standard for statutory filings and e-tenders. Be cautious of anyone still offering Class 2.

E-tender portals generally require a combined signature-and-encryption Class 3 certificate, because bid documents are encrypted at submission. A signature-only certificate is enough for GST, MCA, income tax and EPFO.

Not as a renewal. Once it lapses it is a fresh application with fresh video KYC, so it is better to start renewal about two weeks before the expiry date.
