FSSAI Licence for Restaurants and Food Businesses in Bhopal: Which Category Applies to You

An FSSAI licence is a 14-digit food licence issued by the Food Safety and Standards Authority of India, legally mandatory for any business that manufactures, stores, transports, sells or distributes food. Which of the three categories applies depends on your annual turnover and whether you operate in more than one state.
Three categories, and the line between them
FSSAI is not one licence. There is Basic Registration for the smallest operators, a State Licence for mid-sized businesses operating within one state, and a Central Licence for larger operators, importers, exporters and anyone operating across multiple states.
The category is driven mainly by annual turnover, with operation across state lines pushing a business into the central category regardless of size. Applying under the wrong category is a real problem - it is not simply upgraded, and the application generally has to be redone.
Cloud kitchens and online sellers are covered too
A frequent misunderstanding in Bhopal is that a licence is only needed if you have a customer-facing shop. It is not. If food leaves your premises for someone else to eat, you need a licence - cloud kitchens, home-based bakers selling commercially, tiffin services, caterers, and anyone listing on a delivery aggregator.
Delivery platforms themselves require a valid FSSAI number before they will onboard a kitchen, so in practice this is enforced commercially even before it is enforced by the regulator.
Documents
The core set for a food service establishment:
- Identity and address proof of the proprietor, partners or directors
- Premises proof - electricity bill, and rent agreement with owner's NOC if rented
- A layout plan of the premises for manufacturing units
- A list of food products or categories you will handle
- A water test report where water is used as an ingredient
- A food safety management plan for higher categories
- Proof of the entity's constitution and, where applicable, its GST registration
Displaying the number is part of the obligation
The 14-digit licence number must be displayed at the premises and printed on food packaging and, where applicable, on the menu. This is not a formality - it is one of the specific things inspectors check, and a valid licence that is not displayed still attracts a penalty.
For online listings, the number must appear on the platform listing as well.
Renewal, and the cost of letting it lapse
Licences are issued for one to five years. Renewal must be applied for before expiry, and this is where food businesses most often get caught - an expired licence means operating without a licence, which carries penalties substantially larger than the renewal itself.
Choosing a longer licence period up front reduces the number of renewal cycles you have to remember. Whatever period you pick, set the reminder for at least a month before expiry.
