Pre-Bid Meetings and Clarifications

The pre-bid meeting is the one moment a tender condition can still change. Most bidders attend, say nothing, and then complain about the condition later.

What it is actually for

A pre-bid meeting lets bidders raise questions and objections about the tender before bids are prepared. Departments do issue corrigenda after them — conditions get clarified, unrealistic requirements get relaxed, ambiguities get resolved.

Which means a condition you think is unreasonable is worth raising there, in writing, with a reason. Not afterwards, when the answer is that the tender said what it said.

This is also the moment to resolve anything ambiguous in the specification, because a bid priced on your interpretation of an ambiguous clause is a dispute waiting to happen.

How to use it properly

  • Read the whole tender first. Attending without having read it wastes the opportunity.
  • Submit queries in writing, by the deadline and in the format asked for. Verbal points at the meeting often do not make it into the record.
  • Give a reason, not just an objection. “This turnover requirement excludes capable local contractors” lands better than “too high”.
  • Ask about anything ambiguous in the specification. Price certainty is worth more than looking clever.
  • Read the corrigendum when it comes. It changes the tender, and bids prepared on the original document get rejected.

The corrigendum is the part people miss

Departments issue corrigenda that change dates, quantities, conditions and formats. They are published on the portal and it is the bidder's job to check.

A bid submitted against a superseded document is rejected, and the bidder generally has no answer. Check the portal again before you submit, not only when you started.

Some tenders make it mandatory. Where it is optional, attending is still the only route to changing a condition, so it is usually worth it.

Raise it in writing with a reason at the pre-bid stage. That is the proper route and it sometimes works. Complaining after bids open rarely does.
