Tender Eligibility and Turnover

Most wasted bid effort goes into tenders the bidder was never eligible for. Twenty minutes of checking saves a week of preparation.

The four conditions that decide it

  • Average annual turnover over recent years, evidenced by audited accounts. Understated turnover in your books limits you here directly.
  • Similar work experience — completed works of a defined nature and value. This is the one with the most room for interpretation.
  • Bid capacity, calculated by the tender's own formula — see our page on bid capacity.
  • Registration, machinery and staff as the tender specifies.

What counts as similar work

This is where eligibility is most often argued and most often lost. The tender defines similar work, and the definition is usually narrower than a contractor's own view of their experience.

Road work is not automatically similar to building work. A water supply scheme is not automatically similar to a drainage scheme. And the value threshold usually applies to a single completed work, not to several added together, unless the tender says otherwise.

Read the definition literally and check your completion certificates against it before you decide to bid. If your best matching work is just below the threshold, you are not eligible, and no amount of bid quality changes that.

A twenty-minute check that saves a week

Before preparing anything: turnover against the requirement, best matching completed work against the similar-work definition, bid capacity by the tender's formula, and every certificate's expiry date.

If any one fails, stop. The most expensive tenders are the ones a contractor prepared fully and was never eligible for.
